On 1-2 March, the Deputy Chairman of the Central Election Commission Konstantin Petrov and member of the CEC Sabila Mustafina visited territorial election commissions of Pavlodar region and Astana city.
During the visit, members of CEC held on site seminars-meetings on the issues of preparation and carrying out the early elections of deputies of Mazhilis of Parliament and Maslikhats of Kazakhstan appointed on March 19, 2023.
The representatives of local executive bodies, workers of regional prosecutor's offices, members of territorial election commissions, representatives of election headquarters of candidates, international observers and representatives of mass media took part in the events.
The members of the Central Election Commission explained to the participants all the innovations of electoral legislation, issues of financing pre-election agitation, reported on the results of registration of candidates for deputies to Mazhilis of Parliament of Kazakhstan in 29 single member districts, and listened to the regional reports on the work done to prepare for the upcoming elections.
The head of the Pavlodar region Akim's Office, Didar Ibrayev, reported on the work done to update the voter lists.
Call centers have been launched in all akimats of cities and districts. On the basis of the "Single Contact Center 109" there is a special round-the-clock line, a search service by IIN on the telegram-bot is functioning.
On February 25, voter lists of 512,200 people were handed over to the district election commissions.
He noted that all 523 polling stations would be involved in the elections. All of them are logistically and technically equipped, including the needs of people with disabilities.
In total in the region there are 3,200 voters with disabilities that need special conditions for voting (899 wheelchair users, 1,553 people with visual impairment and 784 people with hearing impairment).
All polling stations are located on the first floors of buildings, which have all conditions for unimpeded access of citizens with disabilities.
Invataxi" service will be provided for the convenience of persons with disabilities and their delivery to polling stations on the voting day.
For the persons with hearing and vision disabilities, each polling station will have corners equipped with 54 cm diagonal computers, headphones, magnifiers, Braille stencils.
In order to realize the electoral rights of people with disabilities, during the campaign, mobile commissions with mobile ballot boxes will be organized for people with disabilities unable to visit polling stations.
Also, during the meeting, the first deputy prosecutor of the region, Talgat Alibaev, made a speech, who informed about the activities of the supervisory body to ensure compliance with the law by participants of the electoral process.
During the seminar-meeting held in the city of Astana, the members of the CEC organized trainings for the territorial election commissions in the form of business game based on real cases.
At the end of the seminar-meeting the members of the CEC answered all the questions of the members of the territorial election commissions.
The meeting was held within the opening of the CIS observer mission for the early elections of deputies of Mazhilis of the Parliament and Maslikhats of the Republic of Kazakhstan.
During the meeting Vasilenko informed his interlocutor in detail about the main innovations of the upcoming parliamentary elections, as well as political and socio-economic reforms of the President of Kazakhstan Kassym-Jomart Tokayev.
In his turn Anfimov thanked the Kazakh party for the invitation to take part in observing the elections and informed about the work of the CIS Mission that will deal with distribution of short-term, long-term observers in the regions, as well as assess the legislation of Kazakhstan. It has been noted that the formation of the Mission is in progress. It is expected that the composition will be around 200 observers, 10 of whom will work on a long term basis in the headquarters of the Mission in Astana.
